Who We Are
Joel Thayer is the President of the Digital Progress Institute. He has founded his own law firm, Thayer PLLC, and was previously an associate at Phillips Lytle. Before that, he served as Policy Counsel for ACT | The App Association, where he advised on legal and policy issues related to antitrust, telecommunications, privacy, cybersecurity and intellectual property in Washington, DC. His experience also includes working as legal clerk for FCC Chairman Ajit Pai and FTC Commissioner Maureen Ohlhausen and as a congressional staffer for the Hon. Lee Terry and the Hon. Mary Bono.
Nick Degani is Chief Strategist at the Digital Progress Institute. He founded Reticulated Strategies LLC, a DC-based telecom consulting firm, and spent more than 13 years with the Federal Communications Commission. There, he served as Senior Counsel to FCC Chairman Ajit Pai and Acting General Counsel of the Commission, among other roles. He has previously worked as FCC counsel to the Committee on Energy and Commerce of the U.S. House of Representatives and clerked for Judge Jeffrey S. Sutton on the Sixth Circuit Court of Appeals.
Kim Keenan is a founding director and Chief Policy Officer of the Digital Progress Institute and a nationally recognized attorney and mediator/arbitrator. She is a former General Counsel and Secretary of the National Association for the Advancement of Colored People.
Grace is a seasoned government affairs leader, able to forecast risks and opportunities pending in legislation and public policy for the technology sector. She is the Vice President for Government Affairs (Global) of Ciena and the former Vice President of Government Affairs for Nokia. She served as the U.S. Ambassador to the International Telecommunications Union's WRC-19, was a Special Assistant to the President on the White House's National Economic Council, and was Deputy Chief Counsel on the Committee on Energy and Commerce of the U.S. House of Representatives.
John is the Senior Director of Government Affairs and Legislative Counsel at CCA, the Competitive Carriers Association. An appropriations expert, John served as Counsel to the Hon. Marcy Kaptur, chairwoman of the Appropriations Energy & Water Development Subcommittee of the U.S. House of Representatives, and has previously worked for the Hon. John Delaney. His time in private industry has included work as Government Affairs Counsel for the Wireless Infrastructure Association and Policy Counsel for the Computer & Communications Industry Association.
Kate Forscey is the Principal and Founder of KRF Strategies LLC. She has served as Senior Technology Policy Advisor for Congresswoman Anna G. Eshoo and Policy Counsel at Public Knowledge. Prior to PK, Kate spent several years as an associate at several Washington-based firms before choosing technology advocacy as her passion. Kate graduated with a B.A. from University of Virginia and a J.D. from Vanderbilt University Law School.
Sarah Thacker is a student at Cornell University in the College of Architecture, Art, and Planning, pursuing a degree in Urban Regional Studies. At Cornell, she is a member of the Speech and Debate Society, where she is able to apply her research and advocacy skills as a member of the Policy Debate Team. Before working with the Digital Progress Institute, she clerked for Judge Makeba Gibbs in the Charles County Circuit Court and worked as a legal intern for Maryland Legal Aid.
